A Bit About Me

Chris Whittaker is a seasoned City Manager with over a decade of municipal leadership experience, complemented by 26 years of service in the U.S. Army across various leadership roles and high-stakes operational environments. A credentialed manager with both the Texas City Management Association (TCMA) and the International City/County Management Association (ICMA), Chris has a proven track record of building high-performing teams, solving complex problems, and driving organizational success in both small and mid-sized cities.

​Throughout his career, Chris has demonstrated an exceptional ability to assess missions, identify challenges, and assemble the right teams to execute strategic objectives effectively—even under difficult and high-pressure circumstances. His leadership has been pivotal in crisis management, emergency response coordination, and strategic municipal planning. Having successfully established and led multiple Emergency Operations Centers (EOCs), he has navigated both declared and undeclared emergencies, ensuring swift and effective responses that protect communities.

Chris is highly adept at visionary leadership, problem-solving, and change management. He has played a key role in modernizing and restructuring organizations through Capital Improvement Programs (CIPs) and Strategic Planning Sessions, fostering a climate of trust, communication, and team growth. His leader development programs cultivate resilient, mission-driven teams that excel in dynamic and challenging environments.

When he's not leading and developing teams, Chris enjoys scuba diving, exploring new cuisines, and traveling the world.
